Welcome Kelly Warner-King

We are excited to announce that Kelly Warner-King is joining Washington Appleseed as our Policy Analyst on our No Child Left Behind project.

Kelly brings a wealth of experience analyzing education policy in Washington State.

Kelly's experience includes work as a policy analyst at the Center on Reinventing Public Education (CRPE) where she co-published a paper on legal issues affecting the establishment and operation of small high schools in Washington State, Legal Issues and Small High Schools: Strategies to Support Innovation in Washington State Kelly Warner-King, Mitch Price (July 2004), as well as a working paper on remedies to inequitable funding of schools within a single district, Addressing Funding Inequities Within Districts Kelly Warner-King, Veronica Smith-Casem (August 2005).

Kelly will begin work on the Kellogg Foundation funded project investigating the parental notification component of No Child Left Behind. This market accountability component is the key to NCLB's potential effectiveness in driving educational improvement for students, particularly low-income and minority students.

This project, in collaboration with other Appleseed Centers nationwide, hopes to:

  • Inform and assist school officials and policymakers so that they can improve implementation of the law and increase parental involvement.
  • Inform and help shape the discussion of NCLB, particularly with a view towards the potential for reauthorization.
  • Work with parent and community groups to aid their understanding of NCLB to improve their children's educational outcomes.
