The report describes troubling legal and political efforts to involve local police in federal immigration matters, which leads to improper enforcement and a diversion of local safety resources.

As agriculture has grown in Washington State, so too has the fight for basic rights for migrant workers. Beginning in 2003, undocumented immigrant young adults began enrolling in Washington universities at in-state tuition rates. Appleseed offered policy and court rules as examples for other states to follow.
